This seems like quirky behavior, Modifying section lines of Interior Elevation viewport tool, Does not work if in rotated top plan view (it over compensates by the plan  rotation angle). But the workaround is to work in un-rotated plan view, but that defeats the purpose me thinks.

That sounds about right. Rotated Plan view is nothing but trouble. There is something about rotating the plan that just scrambles VW's brain.  It causes all sorts of oddities with a bunch of tools and commands. My suggestion is to get in and get out as quickly as you can.  We have tried to set up all are files here to avoid having to rotate the plan as much as possible.

My experience with Rotated Plan view is much the same as Tom's. It has gotten me in to trouble in the past so I avoid it.

Will do, but to get accurate sun studies is the only solution to reference the House model file (file with wall at square angle to screen) into the Site DTM file (file with accurate North rotation).

The Heliodon tool allows you to set true / solar north independent of document orientation.  Just use the "Rotation Field" in the OIP to set north and location.
