default attributes for new classes/layers

In the attributes palette, set up the parameters you would like, then under the small arrow at the bottom, select Set default Attributes. After that all classes created from wherever you make them will take on the settings you just made.

 

To take a set of attributes from another object and make them the default, select the eye-dropper tool and select Pick-up sets defaults, along with the parameters you want to pick up, then all subsequent classes created will use that setting instead.

When creating the class (not just though OIP but through other ways as well) you get the dialog to name the class.

Around the bottom 1/3rd there is an option to edit the properties after creation (see first screen capture below). Make sure it is ticked and when clicking on OK another dialog will come up allowing to you change the line and fill settings and set it to apply use it on creation if you want so that the settings will be by class (see second screen capture below).
