I am not sure why there are restrictions on the regions it is available in but it likely has to do with the amount of effort needed to produce such an intricate plugin for the various localized versions of Vectorworks. It's no small task to keep that maintained across 8 or so localized versions each release and service pack. Quote Link to comment
