How to create lines which aren't constrained to a specific plane?

Question

I had a look at a previous thread which discussed how to create free form lines which aren't constrained to a specific plane, and the answer was to use the 3d polyline tool (which I believe is just called 'polyline tool'. However, I still can't get the line to stop snapping to a specific plane.

As far as I know, there is not a "3D Polylline" tool.  There is a 3D Polygon tool which is probably what had been recommended to you.

 

The Polyline tool is planar.  That means that it is going to draw on either the Layer Plane or the Working Plane.  But if you have to set a plane first, you might as well just use the line tool. The Polygon tool is also planar.

 

The 3D Polygon tool is not planar, but unless you have objects to snap too, it can be very hard to get it to go where you want without setting a plane also.
