While I was perusing the knowledge base I came upon the Tracing Images article. It states the following:

Convert an image into vector lines with the Trace Bitmap command.
Import the image using either the File > Import > Import Image File or File > Import > Import PICT as Picture command. Then, select Tool > Trace Bitmap and specify the trace parameters. The image is converted to vector lines.
Note the location of the tool. Its saying its under the "Tool" menu but in fact it's under the "Modify" menu in 2017. Perhaps this has changed from previous versions or depends on what branch of VW one uses. Either way the above could use an update/correction.
