How to create a drop down menu in the worksheet?

As soon as you define a record field that contains a pop-up entry and you list the result in a worksheet you will get drop down menues in which you can alter the value.

Same applies to title blocks and generating a worksheet for reporting your plans.

Bjoerka is correct that if you have a Field in a Record formatted as a pop-up, you will get that same pop-up list capability in a worksheet when you have a database row with a header row formula of ='Record Name'.'Field Name'

 

As far as I know, there is not way to format a Spreadsheet cell to use a pop-up list the way you can by setting the Validation on a cell in Excel.
