Detail Viewport Selection way too large

Cal.Scenic

Question

Below is an image captured of my current work and I'm trying to figure out why the selection of such a small viewport all of a sudden is so big. Going into the annotations there is nothing invisible or otherwise that extends out so far, and the crop is accurate. So why is this happening. I like using the align and distribute tool and everytime this happens, I have to draw a new shape to "symbolize" the viewport.

--Using Spotlight 2023 SP. 5--
Viewport in question is a detail viewport @ 3" scale off of an existing viewport @ 1/4" scale.

Your angle dimension in the annotation viewport is being associated with the entire length of the line.  I deleted the dimension then drew a short line in the annotation viewport and attached the dimension to that line.  After that the viewport worked fine.  Image attached.
