Create custom symbols with Loci that automatically snap to other specific loci

I am trying to do some trackway layouts for an event using the symbols on the attached picture (Black = full panel, Green = Half panel lengthways, Red= Half panel widthways, and Purple = quarter panel). 

 

I want to be able to set loci up on these such that the corners of the shapes will always snap to the correct locus on an adjacent shape, hence making it quicker to cover a large area with symbols and still be able to use the data download to count up how many of each symbol there are. 

 

Currently I am having to manually set up an area and copy and paste to fill in. Ideally I would like to find a way that I can draw any shape and then populate with combinations of the symbols to fill the area. 

 

Can't use the Tile function for the pattern as I need to be able to count individual symbols.

How about investigating the surface array tool? You would have to ungroup the surface array after you’ve made it to get access to the records attached to the symbol instances. However it looks like it will do what you want and you don’t necessarily need those loci.

Yes, this kind of specified snapping tool or setting would make things so much easier. Maybe post this into wishlist?
