Title block grayed out and wont let me edit

Every time I go into title block edit, my title block is grayed out and it will not allow me to move anything. I've had no trouble editing it till today, not sure what I changed, any help would be appreciated.

Is the Title Block using a Style? If so you probably need to Edit the Style rather than just that one instance.  Or if you only want to change the one, convert it to Unstyled.

What you see looks like the title block graphics in the background from the active layer. Have you tried Select All to see if you can get anything selected? If nothing gets selected could it be that you have more than 1 title block and you are editing the one without graphics in it? A test file showing the issue will be the fastest way to give you an answer.
