I used to be able to use different scales within the same drawing in  different layers which was easy and simple. Now it seems that this is not possible in VW 2016. Despairing here, really difficult to get going with Viewports.  Have created viewport but can't get it to show with the rest of my layers. Maybe this is no longer an option???

Any helpful comments are appreciated.

You can, but by default Unified View will only show layers with the same scale as the active layer. This can be changed under View > Unified View Options. Uncheck "Ignore layers with different scale."

It's a bit odd to have design layers with different scales shown in the same viewport. I'm not sure what you want to do that. You can however create a sheet layer that has viewports with different scales. It's really common to create a drawing (sheet later) with several viewports that have different scales on them.
