The current workflow is counter intuitive.

Add to the above the ability to edit classes within the referenced viewport directly from the sheet layer and not only from the design layer they are placed in.

That is exactly right. I created a key plan axon with all the floors on their own layer. My thought was that I could reference that in directly to the sheets and then do layer and class overrides to create the key, but I couldn't and I had to create 30 instances of the viewport on a design layer, then modify each with the different layer options then make viewports of the viewports.

To be sure to be sure

We need to be able to hover over an object in a Referenced Viewport - just like web development tools; and know what Class and Layer it is in, in the original referenced file

That is a little additional caption on the end of your cursor or maybe somewhere else in the Workspace
