Vectorworks should be able to create a mesh or NURBS surface or interpolated surface from a selection of 3d loci.
Set the view, invoke the tool - pick, lasso/marquee the loci and accept.
New surface is created without any added vertices (OK, maybe a few to define the edges). Modes for Mesh, NURBS, Interpolated. Modes for Surface, Solid.
The software is part way there already. Site models can be created from a survey point "cloud". Loci can be included with curves in a NURBS loft functions.
