Would you build the peaks with 3D poly and wrap the frame with loft tool?

This seems reasonable but follow Jonathan's advice to make separate areas.

Perhaps the axis of those big support struts, converted to NURBS curves, are the boundaries/edges of the lofts.

An approach to that conical area might be to loft between the footprint arc (converted to a NURBS curve) and a 3d locus at correct z.

You can "divide" the surfaces into window sections later with some kind of grid overlay.

Take a stab at some of the areas and post back some images or a file. You will get lots more help here if you need it.

Seems strange to call this a roof!
