This exact problem happens all the time w/ Spotlight drawings.

One solution is to place the symbols in classes by elevation. In the example you gave you might have the outlet in a low class and the switches in a high class.

In the sheet layer duplicate the top/plan VP, turn off the high class & turn on the low class, crop the duplicated VP to the symbol, and bump the VP out to where the outlet is visible.

The 3D views remain untouched, and the plan is readable.

But I agree that it would be great to have the 2D part of the symbol be able to "float" away from the 3D.

It would also be great if there was a more universal version of the Label Legend Manager that could work on custom labels w/ attached record formats the way it works w/ Spotlight instruments.
