Symbols disappearing when zoomed out and not printing

I'm experiencing strange behavior on a file. One sheetlayer contains multiple symbols (They're condo units) and they are only visible when zoomed in close on the sheetlayer. If you zoom out they disappear and if you batch export or print to pdf they are not visible. One correlation that I've determined is that included in the viewport is a design layer viewport (Landscape plan for what it's worth) and when I turn it off the problem does not exist... the DLVP is bottom of the stacking order and grayed.

Does this behavior persist if you close VW and reopen the file?

Problem exists always and on multiple PCs.

But not on a Mac. I took a look at the file yesterday and could not see the problem.

I did not get the version with all of the referenced files, so it may be coming from there.

Fixed! Placed the Landscape layer at the top of the order on the viewport and everything is gravy now... though I don't understand why.
