Grayed layer

I have created a new class and design layer for objects in a drawing with multiple design.  When I select my overall design layer, the objects in the layer I just created are "grayed out" even though all my design layers are selected to be visible.  Why is this the case?

At the top of the Navigation palette, make sure your LAYER OPTIONS are set to: 

 

Show Others

Show/Snap others

or

Show/Snap/modify others

 

It is currently set to Grey others or some variation of that by default.
