Trying changing your Workspace: Tools > Workspaces
Or add it to your current Workspace: Tools > Workspaces > Menus > All Menus > Project Sharing... (drag across to the File menu)

Worked around this by inserting the windows into walls on the window schedule. Not as convenient for a few reasons but resolves our immediate problem.

Sounds like Vectorworks > Preferences > Edit > Click drag drawing is selected.
