SCROLL BAR SCALING

Hi- I'm having issues with the scroll bars in VW2018. The arrows at the ends work normally, but when I even touch the grey cursor square at the center of the bar to drag it left or right, up or down,  it sends me 17,000' left or down. (the drawing is in 1/2" scale.)

I can't seem to find anything in the preference menus to fix the scaling in scroll bars so I can use the cursor to move me around the existing drawing like I can with the Pan tool. 

Any suggestions? Thanks!

Does the same thing happen in any drawing? What operating system are you currently using?

No, other drawings seem to be fine, although they were all created in earlier versions of VW. I just installed 2018 and this is the first drawing I've done. I'm on Win10. I tried copying everything into a new file, and it was a mess. I think it may be some of the VW Library symbols I imported messing with scale... I'll have to try copying things bit by bit and see what happens...Thanks!
