sending a whole layer to the front in a drawing with dwg imported elements

I recently imported a dwg file into a blank drawing and created a new layer for the stuff I needed to add. Even though I have the layer that was imported grayed out the elements I have in the new layer are in back of the original imported elements. Ho can I send the new lay to the front of the old layer so the stuff I added sits on top of the original stuff?

Change the Layer Stacking order in the Organization Palette. Drag the numbers in the # column (right next to the layer name) in Details view.
