I would assume this would simply be the Lighting Pipe tool instead of the Lighting Pipe Ladder tool. By default they should both be listed in the Spotlight tool set palette in the Spotlight workspace.

If you are using another workspace or a customized one, you may need to add the tool to your workspace via the workspace editor:

Using the Lighting Pipe object, you can set any 3D rotation using the parameters towards the bottom of the Object Info palette. The 3D rotation is independent of the 2D view. You can opt to display a 2D "footprint" that is a Top/Plan representation of the (potentially) rotated 3D pipe.

Note, this method only helps you draw the actual position. If you want the lighting devices to draw in the vertical position, you still need to use Plot and Model view. You may want to leave the Lighting Pipe unrotated (it will still be hybrid) to be part of the model view, or have the pipe in a separate layer and align the plot and model lighting device viewports with the single pipe object.
