And what type of objects? Prior to VW2023 there was a setting in the View menu called Unified View. This would allow you to have all visible layers with the same scale to display when you moved around a model. In VW2023 this was turned on by default and you have to do a deep dive into Document Preference:Legacy 2D to turn it off. There is also a setting at the top of the Navigation Palette called Layer Options. Make sure this is not set to Active Only. I normally use Show/Snap Others. Similarly there is Class Options.
