Please how rotate a layer in 2D plan ?

Can't rotate Layer only objects on Layer. Select All>Group>Menu>Tool>Rotate 2D.

Always rotate around the Ground Plan center if possible by placing a 2d Loci there and selecting it with the Group.

Or Sheet Layer>Viewport>rotate the Viewport.

If Layers could be rotated we would all be in a pickle sooner or later.

You can also just set the rotation of the Grid Lines for the Layers.
