When I use 'My Custom Title Block' the Style is set to Fit ti Printable Area. If it it not doing that for you then your Style got edited somehow.

 

In the Style pulldown of the Object Info Palette (OIP), select Edit Style.

 

Select Sheet Border in the left column. Set the Sheet Size to Fit to Printable Area. The icons to the left should show a curvy arrow that means that that parameter is defined by the style.

 

You may want to also go to the Title Block pane in the left column. Click on the Curvy arrow to the left of Scale Factor. It should change to an icon of sliders. This means that that parameter is set on a per instance basis with only the default set from the Style. That way you can scale the title block to work better on your sheet sizes.

 

Click OK to exit the Edit Style dialog box.

 

The changes have now been made the the active drawing only. You need to put this style into your template file or into a library file so you can easily reuse it on future drawings.
