Is there a tool to make the name of the VW file automatically appear in a title block?

Yes. The Data Stamp Tool - in the Dims/Notes toolset.

Edit your title block symbol from the resource browser. Insert the Data Stamp object. In the OIP turn off the date, time, etc.

Every time you open the drawing and every time you print (assuming you have the appropriate box checked in the print dialog) and every time you run Tool > Utilities > Reset All Plug Ins the data stamp object will update.
