Viewport rescale function in OIP should scale text, arrowheads, etc just like the Modify/Scale Objects command. I know, this can make hash of text point size, line weight numbers, etc, but it's a bit of a bother to rescale to standard drawing scales through the Modify/Scale Objects command. Especially when that little scale field is right there in the OIP.
