This would be so helpful! We usually place our callouts and our detail keys ON TOP of the viewports in the Sheet Layers. when moving fast, under a tight deadline [which is almost always]it is too easy to inadvertentaly select and move a viewport.
Having the lock position feature - like the Design Layer ports have, would prevent this - but still allow entering the viewport to edit or get to annotations.
Having the callouts and keys outside the SLVP minimizes our need to constantly enter and exit the VP's - when you have a whole sheet of details that is a big time factor.
