Elements linked to a level, EG 'floor finish' or any other story level, should lose the associations automatically when transformed to symbols. Symbols do not support association to story levels so why elements retain such association when transformed to symbols or pasted into symbols? it make the IFC export all messy. Make the association change automatically to layer level or actually introduce symbol level...
