Seating Section Focus Line won't snap

I'm using VW 2023 SP4(build 693289) on Mac using 13.3.1.

 

When I draw a seating section the Focus Line doesn't snap to anything.  It doesn't show "vertical" or any directional lines.

it will sometimes snap to center.

 

Snapping & directional help works fine with all other drawing tools.

 

Suggestions?
