Thanks @Pat Stanford and @zoomer, the issue has been resolved. I work on a remote server and someone had removed the monitor it needed, just the way this software works, it's a long story. Thank you both for jumping in, and I wish you the best.

Thanks @zoomer the tabs in the navigation window are for navigation and do not activate between Sheets/Layers/Classes. I just happened to be on this tab when I took the picture. I did go back and verify that show/edit all was selected just in case, but they were already in that position. I so appreciate it, keep those ideas coming!

Correct @Pat Stanford, this IS a file that is named. The results with a new file using any template is the same, but I found no need to send additional photos. I have opened this file on another machine, and it opened just fine. I feel like this has happened before, around the second service pack. I don't recall exactly how to fix it, but I believe it had something to do with the program folders.

Sadly that does nothing and I still get this:

Running on a PC, that is up to date. Open the program, and then file, and the tab is created. Even changes the name, but never actually displays the file. I have run a repair with no luck.
