Black Star

I'm trying to coordinate my drawing using the Drawing Label Tool. I start with the detail, wanting to coordinate to the Layer, but it is not coordinating. I have checked off Use the automatic drawing coordination from Document Preferences. Obviously I'm doing something wrong. I've read Vectorworks help and forums to no avail. How does this tool work?
