Vectorwork 2015 Palettes disappear (No Basic/ tool set)

Hi.. I am using Vectorwork 2015 English version. Today, I opened a file created in Vectorowrk2013 Japanese version. After this ,I found " Basic/ tool set Palettes" is gone. Many tries to click from window-->Palettes--> Basic and tool sets. There is no response at all. Now, I can not work anymore and I urgent need to use it. Could you please give me some advice/ suggestions. Thank you very much, JC Huang
