HDRI backgrounds don't align with view

My renders using the Renderworks backgrounds (Eg. HDRI domes-- mostly sunny day) come out looking blue. I think this is because the horizon line of the dome doesn't align with the horizon that I've set using the Renderworks for my perspective. For example a bird's eye view has the horizon way at the top of the image, not in the center.

Does anyone else have this problem?

I do not believe there is a way to tilt the HDRI background, it will always align with the document, so if you looked at an object rendered in a Front view, the bottom 50% would be the ground and the top 50% would be the sky.

However, For that HDRI background, the ground is quite blue, unless I am misunderstanding your question. I have attached 3 examples here, one not tilted, one tilted up and one tilted down:

Is this what you are seeing? Or is the sky actually flipping and showing on the ground?
