Unless I am mistaken, the Polyline Preferences button in the mode bar for the polyline tool only sets the radius of the fillet for the Polyline by Arc Point mode of that tool.
It seems to me that the preferences button should either be unavailable in any of the other modes, or at the very least, there should be some indication in the Tool Tip text or the Mode Bar String that this setting is relevant only if the polyline is drawn by arcpoint, or the vertices are later changed to Arc Vertices.
Perhaps the name of this button should be "Polyline BY ARCPOINT preferences", and the help text should say "Sets the Fillet radius FOR POLYLINES BY ARCPOINT".
