Cad block was the wrong word. I mean a title block. Anyways, is it possible to have a 2d layer stay flat (2d) in a 3d view?

How can I create a page with multiple viewports as well as a 2d cad block layer? I have been through the help file and had no luck. Everything about cad blocks only related to the mechicanal version of vectorworks.
