Selection style - mouse/key rebinding, and Tool Mode cycling or key binding

Two questions:  Is there a way to change the default selection behavior of a simple click and drag rectangular marquee from selecting only fully encompassed objects to selecting any object crossed by the drag (the default Option+Click drag selection).  Similar to the way in Rhino left to right drag is differentiated from a right to left drag.  

 

And when I use a tool - for example, Move by Points - that has several modes (move, move and duplicate, distribute, reference point), is there a way to cycle between those modes with a key press, or to bind a specific key to a specific mode?
