Yes they do. This is important to know, because to get just the right transparent effect, often you have to adjust the transparent slider. However, transparent shaders will always be transparent, even if you put the slider all the way to opaque.

Transparent shaders, like glass, are very sensitive to changes in the slider. Sometimes moving it only 50% may make the shader invisible. Opaque shaders, like brick, can be made transparent by moving the slider to the right. If you move the slider all the way to the right, making it 100% transparent, it may become invisible.

The shiny slider adjusts the amount of light you will see in the object, not the reflectivity. Moving it all the way to the right will make the object appear to use more of the light source then if the slider is set all the way to the left, giving it a shiny effect.
