Sheet layers and their viewport annotation spaces are orthogonal only.  Viewports can display 3d views of design layer geometry, but any dims or other objects drawn on the sheet layer or in a viewport annotation space are always parallel to the screen (we used to call this "screen plane"). The dims in VP annotation are indeed snapped to the geometry in the design layer, but are displaying the "flat" distance between the snaps.

Dims placed in design layers can exist on the various planes of the geometry, and show the 3d dimension accurately. These dims can be placed in layers and classes to show/hide as needed in the design layer views and/or in sheet layer viewports.
