Do you have this button ON in the mode bar? (The same icon exists both for the Window tool when inserting new ones, and for the Selection Tool for dragging around existing ones). This controls whether objects can be inserted into walls or not.

The OIP should say "Window In Wall" instead of "Window" if done correctly.

If you do indeed have a "Window in Wall" and it's still not cutting an opening, then let us know.

When you select one of those multiple  doors/windows does the OIP say In Wall or just Door/Window?

If it says Door in Wall / Window in Wall, check and make sure you don't have duplicated walls.  Hold down the option key and draw a marquee across the wall. If the OIP Says something like 2 Walls then you have duplicated walls and need to delete one of them. Choose carefully so you don't delete the one with the doors/windows. Select the topmost one and  Send to Back and then click to select and you should get the one the doors/walls are not in.
