Fixtures disappear when switching layers instead of greying

I'm trying to get a drawing with old fixtures greyed out and a set of newer fixtures to be normal.

 

If I do this in classes and choose grey other classes, all of the fixtures in the other layers disappear.  The fixtures in the current class also will disappear if I choose active only

 

If I try to do this with layers, any fixture that is not in that layer disappears in any view context of layers unless I have that layer chosen as the active layer.

 

Suggestions?  It seems as neither option will let you grey out fixtures.  They just disappear
