You can only draw a line on an "active plane". This is almost always either the Layer Plane (which is nominally the ground) and the screen plane which is essentially the glass of your monitor.

 

However, you can draw a line on a Working Plane which can be at any height and angle you like. However, you will have to make one.

 

If you are currently in an Orthogonal view (Top, Left, Right, Front etc, then you can draw on the a plane called "Screen Aligned". This plane is aligned with your screen and the Origin of the active plane.

 

If you want a line at a different angle, then you will need to manipulate it using one of the tools such as the Rotate tool.

 

If you want to create "lines" freely in 3D space, then use the 3D Polygon tool. This, for the most part will do what you need.
