You are using your final mouse click too early. With the Move by Points tool:

  1. Select the object you want to move or Move/copy
  2. click on the tool button 
  3. 1st click on the reference point
  4. enter the distance in the data bar
  5. Press Tab or Return to enter the data. you can then specify the direction with your mouse
  6. click on the drawing or press enter again and the move will be completed.

 

The same principle applies when creating rectangles using the data bar as per your example.

Regarding the rectangle not adhering to the width you specified: While I agree with the explanation given above by markdd for why the distance you entered for the Move by Points tool wasn't retained, this doesn't explain why the rectangle doesn't retain the width you entered, - because you hit the Tab key to move the input focus onto the height field. - In my test, the width figure is retained even if you don't confirm subsequent values for height etc. I also note that when the rectangle is complete and selected, the 'X:' label in the Object Info Palette  shows '…' 

 

Given these two symptoms, I believe one of the following is likely to apply, in order of likelihood: 

  1. The file in question contains one or more 'far out objects.' 
    1. Click here for instructions to verify and remedy this condition
  2. The file is corrupt. 
    1. Go: File > New… > 'Create blank document' 
    2. Retest for this behaviour
  3. Vectorworks needs to be restarted. 
  4. Your computer needs to be restarted. 
  5. Your Vectorworks installation needs fixing. 
    1. Quit Vectorworks 
    2. Open the Vectorworks 20XX Updater app
    3. In the Advanced menu, choose 'Repair'
