VWX 2020 Fundamentals has no stair tool

No, you’re not missing something. According to this PDF of 2020 Commands / Tools, neither of the Stair tools are included with Fundamentals:

  • Stair tool is included with Designer / Architect / Landmark;
  • Simple Stair tool is included with Landmark / Spotlight / Braceworks (but can be added to Designer / Architect).

If you still have the previous version installed you can copy that version's stair tool over to the new version's function library. It may or may not function due to changes in the underlying commands but it is worth a try. You would have to add it to your menu for new use but that's not necessary if you only want the existing instances to function.

Sorry, uh someone check my understanding of what @rDesign meant above: A vectorworks PIO tool - specifically the Simple Stair Tool - available in prior-year VWX Fundamentals has been removed from subsequent iterations of VWX F, potentially leaving dwg elements and instances marooned, uneditable?

As an End User, I have no idea about the Vw apparent decision to not include the Simple Stair with Fundamentals. As I have always been an Architect user — I have no idea if / when the Simple Stair tool was included with Fundamentals, and when / why did it stop being included.
 

I was merely stating what is in the Vw2020 Commands / Tools PDF (relevant portions screencapped below).
 

Someone from Vw will have to address your question about what this means for Fundamentals users going forward.

The ability for Fundamentals users to use several formerly-included plug-in tools (including the Wall Tool) was removed in the VW 2019 release.

It wasn't entirely quiet - there used to be a thread discussing it from back when it happened, but that thread appears to have been removed from the forum.
