convert lines to polygons

I'm working in 2D.  I have a map with a series of lines that I need to change to 3' wide polygons.  How do I do this?  When I convert lines to polygons they stay as a line without a way to set width.

To clarify my question, I need to convert to a double-line polygon.

Select the polygon.

Select the offset tool.  (basic tool palette, usually the 4th from the last tool.  It's a dim rounded corner, a bright rounded corner and an arrow)

Click on the tool preferences in the mode bar.  Looks like a pencil and wrench.  

Select Offset by Distance

3'

Offset Orignal Object

Offset from Nearest Edge

Close Open Curves

 

Click one one side of the line or polygon and it will create a polygon, 3' wide.

 

Post back if that doesn't do what you need.
