Do all classes need to be visible for symbol imports?

I have used classes a lot inside symbols, because people can move say a title block with layout guidelines and regardless of the visibility of the guidelines, they move along with the symbol.

I was updating several of our templates and I found that if I imported one of these symbols with that class invisible, those items did not come across with the import. I had to make that class visible in the original document before importing to import them.

Has this always been that way?
