Wishing for:
Enhanced Site Model Texture Bed or new Site Model "ThickBed" feature which offers:
• A 3d solid/volume derived from all or portion of a site model surface
• Concentric top and bottom surfaces (similar to a Shell object)
• User defined thickness and/or components with thickness (similar to slabs and walls).
• OIP or other access for controlling thickness value and direction (up/down) and bottom z.
• Classable and Layerable.
• Controls for attributes, perhaps similar to wall and slab components.
• more
Uses:
• Soil stratigraphy, filled trenches and other sub grade features (downward thickness)
• Zones of building heights in regional planning (upward thickness)
• more
Some things to chew on:
• Are these ThickBeds site modifiers? or "dumb" volumes? user choice?
• Control attributes via Site Model configuration? dedicated dialog? Attributes palette?
• Cut/Fill aware?

There are some process heavy ways to make shell objects from site model surface, but it's a pain. Wish is for easier way to accomplish.
