Associate Dimensions and symbols.

Am I just making this up, but I remember a time when dimensions associated themselves with insertion points of symbols? Not anymore. 

That's not quite true. They sometimes apply constraints and sometimes not. The green indicators certainly don't show up though, and there is definitely no functionality in sheet layer viewports either.

Could someone else give this a try or let me know what the expected behaviour is meant to be.

I had thought Insertion Point was snappable and could have dims associate with it, but I may never have actually tried, most of the symbols I use have the center of geometry as the insertion point as well. Snapping to center and associating to it works fine, but if i offset the insertion point from the center I can't seem to associate to it.  I'll check if this is a regression and file a bug if so.

It seems to be mainly a problem in Annotation space of sheet layer viewports where I cannot get the constraints to stick to symbol insertion points or insertion points of Lighting devices which is what led me down this road in the first place....
