Because the interior elevation marker instance only exists in design layers, not sheet layer viewports, the scale of the elevation marker is set by the scale of a Design Layer. If you make a plan detail viewport at a different scale, the elevation marker gets out of scale, with no way to correct. (As I've been able to figure out)
Interior elevation viewports should be able to be controlled like section viewports. In section viewports marker instances can be set to be visible in Design Layers, Sheet Layer Viewports, both, or neither.
Even though the interior elevation marker works as designed, it's a bad design, and it really should be improved.
