My thought is that If it’s a live section vp then the section line instances need to placed in VP annotation space not on a design layer. Instances of live section vps  placed on a design layer won’t show in othervp’s no matter what the class visibility settings are. Hope that helps.

I think what we are seeing is something new in what looks like the same tool in 2019.

In 2018, the Section-Elevation Marker Tool in the Dims/Notes tool palette creates a section line or elevation marker for 2D workflows.  You can place it anywhere you want and it shows up in viewports in the expected way.  You can link it to an actual viewport if you want to enjoy automatic drawing coordination.

In 2019 that same tool creates a Section Line object that wants desperately to be linked.  So desperately, that it won't show up in a viewport unless it is linked.  If you want that old fashioned legacy 2018 section-elevation marker tool experience, you can just ungroup the Section Line object to get the underlying Section-Elevation Marker object that works for 2D workflows.

What if you have created the sections and now with all the classes/layers on etc in top/plan, you can not even see the section line to ungroup?

EDIT. Could not turn it on from the viewport, but can see two of the section lines on top/plan view, though the horizontal section line is still not showing.

I came across this issue and found this thread looking for a solution. The answer is directly in VW2019 help at this link: http://app-help.vectorworks.net/2019/eng/index.htm?#t=VW2019_Guide%2FViewports1%2FSection_Line_Instances.htm%23XREF_61030_Section_Line

It is clearly explained, even though the handling of section line instances is not very intuitive.

Attached is a screen capture to show the section line instances dialog where you can activate the section lines PIO in any layer or viewport.
