I can understand the want to restrict the editing of VWXP files, however any version of VW including viewer should still be able to VIEW the files. As shared workflows adopt the VWXP file type, it is handcuffed by the fact you must have a premium license to even view the file.
If this is the way of the future, then Fundamentals and Viewer must at least be able to open and view the files.
