The bigger issue is there isn't really a visual hierarchy to viewport OIP layout - no section dividers or spaces between distinct groups or indents - so everything blends together. At least when Background Render and Foreground Render were next to each other there was a visual rhythm. I would say RW Background is more related to Lighting Options which are way at the bottom.
